Detective Shinya Kogami

The story of Shinya Kogami is a sad one. On the surface he was a police officer (also known as Inspector) working his job but everyone knew what his real desire was, to find the serial killer who killed his co-partner Mitsuru Sasayama. In the year 2116 the life of a police officer is strict, once you enter the job of the law you can never quit. Not like Kogami would, his desire was so strong to find the killer that he even became a criminal himself to find clues. He entered illegal internet gangs, broke into gang parties and even started a gun fight with suspects to try to get his way. All of this pressure made him go insane. He lost his job of police officer and became a Enforcer. A Enforcer is just a lower rank of a police officer but they're treated more like slaves. As a enforcer he couldn't go off on his own, he needed someone to supervise him at all times. Before he was a dog to the government but now he's a dog with chains.

Those chains just made him stronger. Although he went insane and recovered his intelligence was still sharp. Everyone looked up to him although he was bellow. Even though those crimes he committed were crimes, they really did help him get closer to solving his case with his team. Some evidence he found was:
-all the murders are connected; all the victims are killed similarly
-the serial killer convinced others to do his work
-the serial killer is always at the crime scene; a surveillance photo proves this.
-the serial killer can control his Crime Coefficient (in 2116 people in the streets need to be sane so a gun is used to measure one's crime coefficient, if their crime coefficient is high it means they are capable of crime. Police officers have the right to arrest or kill this person.)

For Kogami that was enough evidence to suspect him. Little did he know that this man he suspected was obsessed with him in a whole different level.

Kogami was obsessed with finding him but the moment he had a prime suspect, the murders stop. The police department are forced to close the case, it was unsolvable. Kogami didn't believe that,before the murders stopped, there was a time when they captured their prime suspect but the murders continued when he was captured so he was set free. Kogami knew that letting him go was a mistake, and so in order to keep trying to investigate on his own he had to run away. He became a fugitive.

Being the second most wanted (first most wanted was still the killer), Kogami runs away in hiding gathering more evidence on where this man could be but instead this man found him. They fight ready to kill one another, but realizing Kogami's strength the killer fleas. Kogami is whiling to die to capture him.
